(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on the Implementation of the Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises (Caiku [2020] No. 46) and Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (Caiku [2022] No. 19); (2) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (3) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (4) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given

(c)本項(xiàng)目的特定資格要求：3、 須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織****公司以自己名義參加采購(gòu)活動(dòng)）；
4、 要求具備市政公用工程施工總承包三級(jí)及其以上資質(zhì)；
5、 具有有效的安全生產(chǎn)許可證；
6、 項(xiàng)目經(jīng)理具有市政公用工程二級(jí)及其以上建造師資格，并具有有效的安全生產(chǎn)考核證書；
7、 本項(xiàng)目?jī)H面向中、小、微型等各類供應(yīng)商采購(gòu)；
8、 本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Require to have a third level or higher qualification for general contracting of municipal public works construction; 5. Having a valid safety production license; 6. The project manager has the qualification of second level or above construction engineer for municipal public works, and has a valid safety production assessment certificate; 7. This project is only available for procurement from various suppliers such as small, medium, and micro; 8. This project does not allow subcontracting.
